NHRC seeking CBI enquiry on Vishnupriya’s death

Sub: “Suicide death of Tamil Nadu police officer (TPO) R.Vishnupriya” –Calling for Investigation Report by using Central Government Agency

Most respectfully submitted as follows.
That this present petition is being filed by the Dr. SARAVANAN KARUPPASAAMY Chairman, on behalf of the M/s. World Human Rights Commission and Rescue Center (the complainant) praying this Hon’ble Commission intervene in to the matter relating to the death of R.Vishnupriya, Deputy Superintendent of Police(DSP), Tiruchengode in Namakkal district, Tamil Nadu.
She was found hanging in her Police official residence campus at Tiruchengode on September 18, 2015.
K. Maheswari presently serving as a DSP Keezhakkarai in Ramanathapuram district, Tamil Nadu batchmate and a long time friend of Vishnupriya made open statement that Vishnupriya called her at 2.48 pm on Friday, before she endeavour the death. “She called K.Maheshwari and said that she was being pressurised to implicate innocent people in Gokulraj’s murder case. ‘How can I remand an innocent person?’ she asked her.
Immediately she cut the call saying ‘My SP is coming on line’. This incident reveals that some have she faced unbearable huge level of
torture and Harassments.
Her death leads in to several suspects and sensational issue of Harassments, Torture and Etc by the Tamil Nadu State Police Machinery.
This type of death may be on very serious and also very danger to the society, because this matter is very much pertain in to the issue of
the Development of the Female Genders who are all hailing from the downtrodden community of the Dalit Caste and working in the various Govt Departments in Our Country. The Leading medias report clearly shows that some what she had meet pressure while discharging her
official duty, which she cannot able to manage or to endure. There has been some of the larger Public interest towards this issue.

It would be relevant to mention here that Our Organization M/s. World Human Rights Commission and Rescue Center greatly had on pervious experiences that how the Organized Crime Unit-CBCID were misused by the Tamil Nadu State Machinery. If Tamil Nadu State Machinery originates any influence OCU CBCID ready to implicate false case even for the paltry amount of Rs.160/- (One Hundred and Sixty Rupees).

In this particular case , there are lot of chances is there to Hamper the Evidences and to create the Fake Witness if the Investigation fully entrusted in this case to the Tamil Nadu OCU-CB CID. Until or unless immediate intervene of this commission is most essential to take cognizance in this matter and to give Justice to the Victims family.

Therefore, for the reasons stated in this Petition & circumstances of this case, it is most respectfully prayed that this commission may be
pleased to intervene in this matter and for the purpose of conducting investigation pertaining to the inquiry into this alleged incident of
death may invoke Section 14 of the Protection of Human Rights Act 1993 under as per the NHRC notification 1997/22 in Section 26 may be used to utilize the service of Central Government Investigation agency preferable by Central Bureau of Investigation (CBI) to look into this
incident of Death and to submit its report for further consideration of this Commission.
Immediate interim direction may be issued to the Tamil Nadu State Authority to ensure the Fair enquiry without any undue influence in to
this matter.
Pass any other suitable direction or further Order as may deem fit and proper in the Circumstances of the Petition.
